Imagining a New Path to Prosperity in Cleveland: Universal Basic Employment

Numerous government programs are designed to assist the most vulnerable members of our community, but according to United Way’s 2023 Community Needs Assessment, Cleveland remains the second poorest large city in the United States and approximately 207,000 individuals live below the poverty level in Cuyahoga County.
Universal Basic Employment is developing an innovative pilot program to address those gaps through a jobs guarantee model that creates sustainable wage jobs by investing in people, neighborhoods, and businesses. The program aims to demonstrate that a jobs guarantee policy will empower participants to create social and financial capital while providing businesses with the skilled workers needed to succeed.
Join our panelists as they discuss the pilot program’s purpose, background, and development; the impact and lessons learned from previous employment subsidy programs; and what can be discovered in the program’s outcomes, including its impact on racial economic equity.
